按照党的十四届三中全会制定的建立社会主义市场经济体制的改革战略目标,传统计划经济体制下的国有企业必须通过改革建立以公司制为主要形式的现代企业制度。因此,1993年7月1日《中华人民共和国公司法》生效以后,国有企业的改革开始进入制度创新阶段。在国家体改委与国家经贸委领导下,推出了第一批138户国有大中型企业改革试点。改革的目标是使国有企业成为“产权清晰、权责明确、政企分开、管理科学”并且“自主经营、自负盈亏、自我发展、自我约束的企业
According to the strategic goal of establishing the socialist market economic system formulated by the Third Plenary Session of the 14th Central Committee of the Party, state-owned enterprises under the traditional planned economy must establish a modern enterprise system with the company system as the main form through the reform. Therefore, after the entry into force of the Company Law of the People's Republic of China on July 1, 1993, the reform of state-owned enterprises has started to enter the institutional innovation stage.
