当今在美国,监禁一个犯人的费用已螺旋式地上升,要保证安全地监禁一个犯人,平均一年的监禁费用要花2.5万美元。建造一间单人牢房最起码要花1万美元,地方拘留所和监狱的费用也在上升,平均一个犯人每年要花1.8万美元。如此巨大的关押费用使当局不得不缩短犯人刑期,或者只监禁那些最危险和威胁性最大的犯人。虽然人们越来越多地提出各种替代监禁的方法,但不能仅仅因为人道主义就释放那些表现好一些的犯人,宽大初次犯罪的人。因为这些假释犯人仍然有可能在社会上再次敝案,给社会带来麻烦,给人民的生命财产带来威胁。
In the United States today, the cost of incarcerating a prisoner has risen spiralingly. To guarantee the safe custody of an inmate, the average annual cost of imprisonment amounts to $ 25,000. The minimum cost of building a single cell is $ 10,000 and the costs of local detention facilities and prisons are on the rise, with an average prisoner spending $ 18,000 a year. Such a huge cost of custody has forced authorities to either shorten prison sentences or imprison only those who are the most dangerous and most intimidating. In spite of the growing variety of alternatives to imprisonment, those who perform better can not be released simply because of humanitarianism. Because these parolees still have the possibility of reopening their case in society, causing troubles to the society and threatening people’s lives and property.
