人的因素是最有活力、最重要的,而公共部门的人力资源的管理又占据了十分重要地位。地方部门是一个国家最基层的行政部门,人力资源管理问题也逐渐被重视。着眼现今,随着改革开放的深入进行,我国地方部门传统的人事管理与考核制度弊端凸显,逐渐不适应社会的变化发展,制约着地方政府改革与地区经济发展。本文从五个方面讨论地方人力资源管理,创新点是通过对比分析美国的地方部门人力管理政策,并与我国进行对比,从而得出发展解决之路。
The human factor is the most dynamic and the most important, and the management of the human resources in the public sector occupies a very important position. The local sector is the most basic administrative department in a country, and human resources management issues are gradually being taken seriously. Looking at the current situation, with the deepening of reform and opening up, the traditional personnel management and evaluation system of local departments in our country has highlighted the drawbacks, gradually fail to adapt to the changes and development of the society, and restricts the reform of local governments and the development of the regional economy. This paper discusses local human resources management from five perspectives. The innovation is to compare and analyze the human resources management policies of local departments in the United States and compare them with China to arrive at a development solution.
