天门市是我国内地著名的侨乡,全市旅居海外的华侨华人6万多人,分布在五大洲44个国家和地区。由于该市侨务工作对象多,分布广,影响大,因此认真贯彻侨务法规显得尤为重要。《中华人民共和国归侨侨眷权益保护法》和《湖北省实施〈中华人民共和国归侨侨眷权益保护法〉办法》(以下简称实施办法)颁布后,天门市人大常委会及时会同市政府及有关职能部门,对学习宣传贯彻作了具体安排,近4年来,先后三次听取和审议市人民政府关于《归侨侨眷权益保护法》和《实施办法》贯彻执行情况的报告,并提出意见和建议。天门市人大常委会在依法监督过程中;切实维护归侨侨眷的合法权益。一是保障归侨侨眷的政治权利。根据《实施办法》第6条关于“省人民代表大会和归侨人数较多的地方人民代表大会,应当有适当名额的归侨、侨眷代表”的规定,市人大换届选举中安排了归侨侨眷预选代表名额。经选举产生了45名归侨侨眷为乡
