一、我国外语教学“一条龙”改革的现实意义与历史责任“当今世界,科学技术突飞猛进,知识经济已见端倪,国力竞争日趋激烈”。党中央确定和实施了科教兴国的伟大战略。教育作为基础,其重要性日见突出,而在教育中,高教无疑是龙头。因此,就现在而言,我国高等学校的人才培养工作正处在一个关键的历史时期,外语教学工作也面临着新的挑战。因为,知识经济是以知识创新和信息运用能力为主导的,它的这种基本特征,一方面决定了全球经济的一体化趋势,另一方面则决定了“科技和教育越来越成为经济可持续发展的驱动力”。中国社科院副院长刘吉同志曾撰文指出:“全球化趋势在二十一世纪更为凸显。世界将进入中国,中国将走向世界。因此,中国教育必须要适应这一社会发展趋势,无疑外语教育就特别重要。”对此有专家预言,外语和计算机将成为二十一世纪人类“学会生存”、“适应生存”的两大基本需求。随着改革开放的进一步深化,包括加入 WTO 等现实问题的迫在眉睫,新的形势对国民教育中外语素质的强化性要求显得更为迫切,培养国际化人才成为我国教育界,尤其是外语教育界的历史责任。
