现行的管理体制在一定程度上限制了改革,也给实际运作带来了不少困难。2013年2月1日起,除中药饮片外,禄丰县全面实行药品零差率销售。医院的补偿由过去的服务收费、药品加成收入和政府补助三个渠道,改为服务收费和政府补助两个渠道。对于禄丰县人民医院(下称“人民医院”)来说,10年支付制度改革的经验,让其在此次县级公立医院改革的实践中更为有的放矢,并在此基础上,触底医院的管理体制及运行机制,真正意义上开启了综合配套改革模式。
