为了贯彻党的十三大精神,省政府决定召开的这次全省经济体制改革工作会议,一直开到了县,这在我省还是第一次。会上朱奎同志代表省政府作了报告,朝柱、朱奎、人庆同志分別召开了两次座谈会。会议期间,传达了全国体改会议、劳动工资会议精神,交流了经验,讨论修改了深化改革的几个办法,还安排了今年的经济工作。这次会议虽然时间短,内容多,但大家精力集中,讨论热烈,提出了不少好的意见,思想认识也有了新的提高。可以说,会议是开得好、开得成功的。我省九年来经济体制改革的成绩和经验,以及今年改革的任务,朱奎同志的报告已经作了总结和安排。总的说是两句话,九年改革成绩显著,今后任务更为艰巨。根据中央部署,结合云南的实际,今年我省城市经济体制改革的重点是深化企业经营机制改革,同时进行投资、物资、外贸、金融和企业工资管理体制等方面的配套改革,还要进行县级综合改革、城市机构改革、住房改革等等。面对这样繁重的改革任务,我们必须结合学习党的十三大精神和《企业法(草案)》,对搞活企业的重要意义进行再认识,加深对企业在国民经济和社会发展中的地位、作用的理解,造成深化改革、搞活企业的强大舆论,紧紧抓住搞活企业这个中心环节,带动其他各项改革,使我省的改革和建设在一九八八年有一个大的进展。为此,我再讲以下八点意见。 In order to implement the spirit of the 13th CPC National Congress, the provincial government decided to convene a meeting of the province’s economic reform work, has been opened to the county, this is the first time in our province. In sum, there are two sentences. The nine-year reform has achieved remarkable results and the task in the future is even more arduous. According to the plan of the Central Government and the actual situation in Yunnan, the focus of reforming the urban economic system in our province this year is to deepen the reform of the mechanism of enterprise management while supporting the reform in investment, materials, foreign trade, financial and enterprise wage management systems, etc., Comprehensive reform, urban institutional reform, housing reform and more. Faced with such a heavy task of reform, we must, in conjunction with the study of the 13th CPC National Congress and the “Business Law (Draft)”, re-understand the significance of invigorating enterprises, deepen their position in the national economy and social development, The understanding of this role has led to a strong public opinion of deepening reform and invigorating enterprises. It has firmly grasped the central task of invigorating enterprises and led other reforms to make a big progress in reform and construction in our province in 1988.
