中国的崛起逐渐导致其在开发视野和政策议程上的扩张拓展,以适应国家经济发展战略的整合方式。在此全球化时代,虽然世界范围内有着各种争议,但涉及西部大开发的各方面议题,尚无充分调研证实,中国已就西部大开发获得了审慎意义上的内在认识。本论文目的是,通过回顾自展开全国性探讨以来,中国就西部大开发的观点与认识,阐述中国在21世纪所面临的多方面问题,包括发展战略的区域性交互作用及其政策内涵。因涉及中国围绕西部大开发的结果与问题的内部看法与认识,故而不仅应当相应地落实可行的现实与政策议程,以加强管控能力,而且还得在总体上全面地理解其当前过程和未来导向。对中国内部的政府机构、国内知识分子和媒体部门之间就中国西部大开发所反映的争议,通过应用内容分析与探讨评议,我们可以评论和预测西部大开发在世纪中的发展的方方面面。在此前提下,中国人如何看待西部大开发的当前形势?在中国内部看法里所反映的西部大开发的主要问题是什么?最终,中国政府和全球社会有无行使西部大开发的政策议程,以和谐方式来增强其管控能力?概言之,中国就西部大开发的看法和认识的核查不仅是为了理解其区域性的基础,而且还应当解释中国内部就此争议所反映的实际问题和政策议程,以及预测在全球化时代中国西部大开发的影响及其对和平发展与区域内治理的内涵。
The rise of China gradually leads to its expansion and expansion on the development horizon and policy agenda so as to adapt to the integration of the national economic development strategy. In this era of globalization, despite all the controversies around the world, there are still not enough investigations and research confirming the various issues concerning the large-scale development of the western region that China has gained the prudent internal understanding of the development of the western region. The purpose of this paper is to review China’s views and understanding of the development of the western region since the launch of a nationwide discussion and elaborate on the various aspects of China’s problems in the 21st century, including the regional interaction and the policy implications of the development strategy. Because it involves the internal view and understanding of China’s results and issues surrounding the large-scale development of the western region, it is not only necessary to implement a viable realistic and policy agenda accordingly so as to enhance its management and control capabilities, but also have a general understanding of its current course and its future orientation . We can comment on and forecast various aspects of the development of the western region in the course of the century through the application of content analysis and discussion on the controversy between the government agencies within China, the domestic intellectuals and the media departments on the great development of western China. Under this premise, what is the Chinese’s view on the current situation in the development of the western region? What are the major problems in the development of the western region as reflected in China’s internal view? In the end, is there any policy agenda for the Chinese government and the global community to exercise the West Development Plan? In a nutshell, the verification of China’s views and understanding of the development of the western region is not only intended to understand its regional basis, but also explain the actual problems and the policy agenda reflected in this dispute within China , As well as the impact of predicting the great development of western China in the globalization era and its implications for the peaceful development and governance within the region.
