上海国际航运中心建设正在紧锣密鼓进行中,东海大桥明年年底建成通车,洋山深水港一期工程明年年底投入生产,然而被列为重点整治对象的超载船却给洋山深水港的建设埋下了隐患。超载船闯入洋山深水港,抢占航道,乱停乱靠,对水上交通安全造成了严重危害。据上海洋山港海事处统计,2003年在管辖水域内,超载船造成的水上交通事故数、沉船艘数、死亡人数已占事故总数的一半以上,成为洋山深水港水域交通事故上升的“祸根”。
