自1980年以来,我省各级党组织坚持党的干部工作路线、方针和政策,严格按照“四化”标准和德才兼备的原则,大力加强领导班子和干部队伍建设,积极推进干部制度改革,使各级领导班子和干部队伍的素质有了极大的提高。1984年,各级领导班子和干部队伍结构发生了较大变化。省直部门领导班子平均年龄由1981年的56.7岁下降到51.4岁,具有大专以上文化程度的干部由18%提高到45.7%;地、州、市党政领导班子平均年龄为47.4岁,有大专文化程度者占42%;县、市、区领导班子平均年龄为42.2岁,有大专文化程度者占48.6%;少数民族和妇女干部也有所增加。此外,还公开招聘乡镇干部3604人;通过民意测验,全省共选拔了2000多名优秀中青年干部担任县(处)级以上领导职务;干部交流制度也初步形成。

In addition, there were also open recruitment of 3604 township cadres. Through opinion polls, more than 2,000 excellent middle-aged and young cadres were selected as the leadership positions at the county (or above) level in the province and the exchange of cadres was also formed.
