基于专利审查信息共享的专利审查国际协作制度能加速审查,有效缓解审查积压,在全球得到了广泛的运用。专利审查高速路(PPH)是目前信息共享程度较深且使用较为普遍的协作模式。通过对其发展模式的分析可以得出,审查信息共享为本质特征;协议模式与构建平台的多元性、审查体系成员的广泛性、审查制度与审查体系的虚拟重构、体系的“共时性”与制度的“历时性”显现为专利审查国际协作制度的新特征。对于我国的专利审查体制而言,需要深刻理解和把握当今专利审查国际协作的新变化和新发展,积极融入到全球的专利审查网络之中。
