目前中国城市行政体制存在的问题,制约了城市化的快速推进.因此,必须按照社会经济发展的要求,适时尝试双层政府管理体制,积极探索新的设市模式,全面改革大中城市内部行政体制,强化小城镇行政体制改革力度,构建符合社会主义市场经济发展和中国城市化进程要求的新型城市行政体制.
