德州地区位于山东省西北部,历史上就是以农业生产为主的地区,但由于受旱涝灾害的制约,粮食产量一直低而不稳,曾成为有名的贫苦地区。1972年大规模开展引黄灌溉以来,特別是联产承包责任制的政策落实后,农业生产大发展,粮食产量逐年增加,1988年全区产粮达275万t,为引黄灌溉前的2.8倍。同时引黄还解决了城市用水,促进了地方工业的大发展。
