我国香港特别行政区立法会产生办法改革追求的最终目标,是立法会议员全部由普选产生。从香港政制的历史和现实看,实现这一目标必须从香港的实际出发,按照《基本法》规定的循序渐进原则,坚持均衡参与原则,才能实现立法会产生办法政治效益的最大化。
The ultimate goal of the Legislative Council of the Hong Kong Special Administrative Region in our country for the pursuit of reform is that all members of the Legislative Council will be returned by universal suffrage. From the history and reality of Hong Kong’s constitutional system, achieving this goal must be based on the reality of Hong Kong, in accordance with the principle of gradual and orderly progress as stipulated in the “Basic Law” and adherence to the principle of balanced participation so as to maximize the political benefits of the method for legislating for the establishment of the legislature.
