目的总结四川省全球基金疟疾项目管理经验,为疟疾防治工作提供借鉴的模式。方法按照全球基金实施方案结合四川实际,建立独立运作的项目办公室,开展督导评估,培训,信息交流,多部门协调合作,强化资金、物资管理。结果项目实施提高了基层疟疾防治机构和人员的整体素质,创造了疟疾防治的支持性环境,项目与疟疾防治规划紧密结合,极大推动了项目地区疟疾防治工作的有序开展,使项目地区疟疾发病得到有效遏制,比计划提前2年达到了基本消除疟疾标准,项目效果显著。结论可借鉴全球基金项目全程督导评估,基于绩效的财务管理等理念,将项目工作与日常防治工作结合,推广以项目促进防治工作的模式,促进全省疟疾防治工作的深入开展。
Objective To summarize the management experience of Sichuan Province Global Fund malaria project and provide a reference model for malaria control. Methods According to the implementation plan of the Global Fund and the reality of Sichuan, an independent project office was set up to conduct supervision and evaluation, training, information exchange, coordination and cooperation in various departments and to strengthen capital and material management. Results The implementation of the project improved the overall quality of grass-roots malaria control institutions and personnel and created a supportive environment for malaria control. The project was closely integrated with the malaria control program and greatly promoted the orderly development of malaria control in the project area, The incidence was effectively checked, and the basic malaria elimination standard was reached two years earlier than planned. The project achieved remarkable results. Conclusion The project management can be used in combination with routine prevention and control to promote the model of prevention and control work promoted by the project and promote the further development of malaria prevention and treatment in the province by referring to the global supervision and evaluation of the Global Fund Project and performance-based financial management.
