Implementation Background In March 2011, Xiangyang Xiangzhou District People’s Government issued the “Three-year Action Plan for the Development of Preschool Education in Rural Areas of Xiangzhou District”, investing 18.18 million yuan to build 21 public kindergartens in rural areas, increasing teaching classes to 250 and adding new degrees 8000.
