The governments of oil sovereign states and international oil companies are very sensitive to the relationship between oil demand and changes in oil prices. For several years, the government has gained an edge. As the balance of chips began to favor the oil companies in 1983, the government had to increase its share of output by oil companies while implementing a tax cut in order to compensate for the drop in crude oil prices and demand. This article is an overview of the changes in relations between governments and oil companies in the world from 1982 to 1983, except for the United States and Canada, and centers on the policy of encouraging investment by oil sovereign governments to oil exploration companies. This article is based on the results of a detailed study of Gordon H. Barros, book World Concession and Oil Decree, published by The Penn Welles Publishing Company, Oklahoma, 1983.
