国务院体改办宋晓梧认为,养老保险基金管理的改革必须要提高基本养老保险统筹层次。他认为,过去的管理层次过低,社会保障的共济性受到制约,分散风险的功能难以在较大范围內实现。他介绍,为了解决这一问题, 一九九八年国务院《关于实行企业职工基本养老保险省级统筹和行业统筹移交地方管理有关问题的通知》要求在当年年底取消市县统筹,建立起能够在全省范围內保证基本养老保险金按时足额发放的省级调剂金,并在省级范围內统一基本养老保险缴费基数和支付制度;
