目的了解与评价福建省县(区)级结核病防治人力资源配置现状与公平性,为增加人力资源、制定培训计划提供依据。方法调查问卷了解福建省县(区)级结核病防治人力资源配置数量、素质,利用Gini系数评价公平性。结果全省9个设区市管辖86个县(市、区),配备结核病防治机构专业人员472名,人均服务人口数为78 543人、半径为5.14km、患者数为49。分别以服务人口数、面积、患者数计算的Gini系数分别为0.11、0.37、与0.14。结论福建省县(区)级结核病防治机构人力资源数量配置公平性较好;素质分布如学历、职称等存在一定的不合理现象。沿海城市与山区比较,学历普遍较高但中级或以上职称比例较低;山区地区服务半径较大。
Objective To understand and evaluate the status quo and equity of allocation of human resources in county (district) TB prevention and treatment in Fujian Province and provide basis for increasing human resources and training plans. Methods Questionnaire To understand the quantity and quality of human resource allocation for tuberculosis prevention and control in Fujian Province and evaluate the fairness by Gini coefficient. Results Nine districts and counties under the jurisdiction of the province had jurisdiction over 86 counties (cities and districts) and 472 TB specialists with a per capita service population of 78 543 and a radius of 5.14 km with a total of 49 patients. The Gini coefficients calculated by service population, area and number of patients were 0.11, 0.37, and 0.14, respectively. Conclusions The number of human resources in county (district) TB prevention and control institutions in Fujian Province is fairly fair in terms of the allocation of human resources. There are certain unreasonable phenomena such as academic qualifications and professional titles in quality distribution. Coastal cities and mountainous areas, generally high academic qualifications but a lower proportion of intermediate or higher titles; greater service radius in mountainous areas.
