东方红〈21〉型内燃机车,是由四方机车车辆工厂自1978年开始陆续为昆明局米轨铁路生产制造的。米轨铁路系山区铁路,线路标准低,曲线多且半径小,R=100~200米的曲线占曲线总数的70%左右。东方红〈21〉型内燃机车自投入运用以来,轮缘磨耗相当严重,特别是在雨季,机车一、三位动轮轮缘磨耗更为严重,新箍轮缘走行2万8千余公里便磨耗到限。据1982年三季度统计的平均数字,堆焊后的轮缘走行不足1万公里就又磨耗到限。针对这一问题,几年来我局曾采取过诸如曲线
