民行检察队伍的理论素养、实践能力,检察机关的重视程度,社会公众的认知水平、法治意识、参与能力,是衡量行政检察制度运行环境的基本要素。成效如何,法律、政策依据,党委、人大的支持力度,行政机关、审判机关的配合状况,是考察行政检察制度发展现状的重要指标。然而,通过四川全省三级检察机关民行检察部门的问卷调研数据表明,当前,无论是行政检察制度的运行环境,还是其发展现状,都面临诸多挑战,需要引起重视。
The procuratorial team’s theoretical accomplishment, practical ability, degree of procuratorial work, public awareness, awareness of the rule of law and ability to participate are the basic elements to measure the operating environment of the administrative procuratorial system. The effectiveness of the law, the policy basis, the support of the party committees and the NPC, the cooperation of the executive authorities and the judicial authorities are important indicators for examining the status quo of the development of the administrative procuratorial system. However, through the survey data of the procuratorial agencies of the third level procuratorial organs in Sichuan Province, it shows that at present, both the operating environment of the administrative procuratorial system and its development status are facing many challenges that need attention.
