职代会对企业领导干部实行民主评议,是职工依法行使民主管理、民主监督的有效形式,是企业民主管理的重要制度。对于强化领导干部的民主意识,建立企业内部民主监督和约束机制,督促和帮助领导干部发现问题,修正错误,改进工作,廉洁勤政,树立正确的权利观,调动职工的积极性和创造性,推动企业的改革和发展,具有重要的作用。 但在职代会评议企业领导干部的实践中,也有不少企业的民主评议领导干部工作流于形式,未起到应有的作用。主要存在着以下问题:一是企业领导不重视,述职准备不充分。有的单位领导把职代会评议领导干部当成工会的一项普通工作,没有从企业发展的
