本刊81年第2期刊载天津市人民检查院组织对津港17号轮沉船事故鉴定的消息。现鉴定组已完成碰撞原因及责任事故的鉴定。通过鉴定结果,我们认为有关单位和船员,可以从中吸取一些经验和教训。在许多责任事故中,违章行驶所造成的事故数字较大。津港17号轮之所以要负主要负任,就是即违反了港章,又违反了国际海上避碰规则。209号之所以要负一定责任,主要是违反了《规则》中有关安全航速的规定。因此,我们建议有关单位应加强对船员遵章守法的教育。每个驾驶人员必须遵照有关航海的各种章法行驶,这样才能保证航行安全。
