我国大部分地区属于亚极区,北方的大部分河流、水库及海湾均存在冬季结冰现象.历史上,我国已发生多次比较严重的冰害,使人民生命和财产遭受巨大损失.如渤海海冰对近海结构作用及对航运的影响,河冰的凌汛、对桥墩的作用,水库冰对闸门、护坡及电站冬季运行的影响等,都是我国在寒区建设中不可回避的工程问题.
