为解决农村财务不公开、决策不民主、管理无规章等问题,2004年6月,浙江省武义县后陈村在全国率先创建了村务监督委员会,这一大胆创新举措,使浙江在加强基层民主管理和农村党风廉政建设方面迈出了积极的步伐。在浙江省委、省政府和省纪委的大力推动下,村务监督委员会这个新生事物,于2009年在浙江全省农村“落地生根”。实践证明,建立村务监督委员会,是完善村民自治制度、推进基层民主政治建设的有益探索,是规范村干部用钱用权行为、推进农村党风廉政建设的有力抓手,是加强和创新社会管理、促进农村社会和谐稳定的有效载体。2011年2月,中央多位领导同志相继作出批示,高度肯定浙江农村建立村务监督委员会的实践成果。为此,本刊记者日前专门深入到浙江农村进行了实地采访,请看本期特别报道
In order to solve the problems of unfair rural finance, undemocratic policy-making and no rules of management, in June 2004, Hou Chencun, the leader of Wuyi County in Zhejiang Province, took the lead in setting up a village affairs supervisory committee across the country.
