随着企业深化改革、技术进步和经济结构的调整,长期以来隐藏于企业内部的超员低效弊病就自然地凸现出来。而这种超员现象在煤炭企业尤为严重,这是由煤炭企业的自身的特点和性质所决定的,但是彻底的解决办法又不是员工的简单下岗,领导部门必须深刻领会“鼓励兼并、规范破产、减员增效、下岗分流、实施再就业工程”的思想,在不危害集体利益、长远利益的前提下,使企业摆脱困境,提高经济效益和社会效益。
