城市重大危险源是导致城市恶性事故的主要根源,它会造成巨大的经济损失和社会心理创伤。本文以安全系统工程的思想为指导,以GIS技术为基础,构建数据采集系统、电子政务监管平台、应急救援系统、决策支持系统、信息发布系统一体化的城市重大危险源防控体系模型。此模型分析了重大危险源的标注、事故模拟仿真方法,对安全信息发布的实现、救援指挥的实现进行了仿真,给出了城市重大危险源安全监管的思路。仿真结果和成功案例验证了这一思路的可行性。
The city’s major source of danger is the leading cause of urban accidents, which can cause huge economic losses and social trauma. Guided by the idea of safety system engineering and based on GIS technology, this paper constructs a model of major hazard prevention and control system in cities, integrating data collection system, e-government regulatory platform, emergency rescue system, decision support system and information release system. The model analyzes the annotation and accident simulation methods of major dangerous sources, and realizes the release of safety information and the implementation of rescue command. The idea of safety supervision of major dangerous sources in cities is also given. Simulation results and successful cases verify the feasibility of this idea.
