国际通信卫星Ⅲ号给质量保证工程师提出了一项特殊的任务。以往那些做法都不够好,现在必须提出新的方法。为此成立了“质量保证规划处”这样一个特别小组,它除了处理有关国际通信卫星Ⅲ号的工作外,不参与其它活动。国际通信卫星Ⅲ号的大量装配件来自许多承包商和贩卖商,故须花许多时间和精力去查验他们对于质量保证和校验的方法。有一项超过正常要求的特殊要求,即须对各单元进行一次长达1000小时的加电试验。对于已收到的并准备装配的单元,必须进行仔细的鉴别,并须把它们的来源记入资料中。装配人员要准备好一套装配件,但仅须发给每一使用人某一单元一次使用以足数的装配件。在整个过程中,这套装配件都要保持它们的识别标志和来源的资料。在装配中,使用了 X 射线检验和显微镜目视检验等特殊的非破坏性试验。“质量保证规划处”对于所有的试验过程都有全盘监督的职责,且可任意抽查某些试验项目。
International Communications Satellite III has put forward a special task for quality assurance engineers. In the past, those practices were not good enough. Now we must put forward new methods. To this end, a special group such as the “Quality Assurance Planning Office” was set up. It does not participate in other activities except for the work related to International Communications Satellite III. The large number of assemblies of the International Telecommunication Satellite III comes from many contractors and vendors, so it takes a lot of time and effort to check their methods for quality assurance and verification. There is a special requirement that exceeds the normal requirement, that is, each unit must be subjected to a power-on test for up to 1000 hours. Units that have been received and are ready to be assembled must be carefully identified and their sources must be recorded in the data. The assembler should prepare a set of accessories, but only need to send one unit of each user a single use of a sufficient number of assemblies. Throughout the process, this kit must maintain their identification and source of information. In the assembly, special non-destructive tests such as X-ray inspection and microscope visual inspection were used. The “Quality Assurance Planning Office” has overall supervision responsibility for all testing procedures and can randomly sample certain test items.
