烟草企业安全生产事故隐患是由人的不安全行为、物的不安全状态、不良作业环境及安全管理缺陷4个方面因素综合作用造成的,笔者利用安全系统工程的方法,从企业安全生产可持续发展的角度,提出建立事故隐患排查治理体系的方法和方案,包括隐患排查、评估、分级、评价和整改,其对企业事故排查、隐患治理、隐患监管具有一定的指导意义。
The hidden dangers of safety accidents in tobacco enterprises are caused by the combined effect of human unsafe behavior, the unsafe condition of materials, the bad working environment and the defects of safety management. The author makes use of the methods of safety system engineering from the perspective of sustainable production safety The paper also puts forward the methods and schemes of setting up the investigation and management system of accident hidden danger, including the investigation, assessment, grading, evaluation and rectification of hidden danger, which is of guiding significance to the investigation of enterprise accident, the management of hidden danger and the supervision of hidden danger.
