为了在新疆民航空中交通管理中提供更加方便快捷、更加科学化现代化的管理手段,利用遥感技术手段,对全疆多源多分辨率卫星遥感海量数据进行坐标投影转换、配准校正、拼接裁剪、图像增强、多分辩率数据叠加匹配等,形成海量二维遥感数据库,继而结合全疆DEM高程数据,生成三维地形数据,与收集的大量空管专业数据、全疆地州市矢量数据相结合,生成适合空中交通运行管理系统的二维数据和三维地形数据库。加以利用三维地理信息平台,数据库技术、网络技术、地理信息系统技术,最终构建新疆民航空中运行管理系统,实现快速浏览、动态实时监测等,提高空管各系统各部门间的协同工作能力,为管理和决策过程提供及时、准确、完整、统一的空管生产运行管理信息,对民用航空器管理、空域使用提供更加科学直观的判断和管理方式。
