浦东的开发开放,是党中央、国务院为了尽快把上海建成国际经济、金融、贸易中心而作出的重大决策。我国政府对浦东开发开放的战略地位作了极高的界定,称之为“中国今后10年改革开放的重点”、“带动长江三角洲和整个长江流域地区经济新飞跃的龙头”、“中国改革开放的标志”。4年多来,在上海市委、市政府的领导下,浦东开发效果良好、成绩显著,取得了实质性进展。国民经济保持快速、稳定、协调增长的发展势头,预计今年GDP将达260亿元,同比增长30％;基础设施加快建设,投资环境不断完善;重点小区全面推进,功能开发取得成效;内外客商投资不减,外贸出口持续增长;金融贸易迅速发展,各类市场兴盛活跃;精神文明同步实施,社会事业协调发展。这些成就的取得,是党中央、国务院正确决策、精心指导的结果,同时与浦东新区正确制订并实施了一系列成功的发展战略密不可分。
