及时、科学地应对水资源突发事件,提高应急状态下水资源管理能力和配置效益,是目前水利部门水资源应急管理研究需要面对的一项重大难题。从水资源突发事件的全过程出发,建立水资源应急管理能力评价指标体系,利用改进的熵权法和G1法计算指标权重,构建了基于最小偏差的组合权重评价模型。对江苏省某地区水资源应急管理能力进行综合性评价,指出应急管理能力建设的薄弱环节,进一步提高了其水资源应急管理能力。
Timely and scientifically coping with emergencies of water resources and improving the ability of water resources management and disposition of benefits under emergency are a major challenge for the research of water resources emergency management in the water conservancy sector. Based on the whole process of water resource emergency, this paper establishes the evaluation index system of emergency management capability of water resources, and uses the improved entropy method and G1 method to calculate the index weight, and builds the portfolio weight evaluation model based on minimum deviation. A comprehensive assessment of the emergency management capabilities of water resources in a certain area of Jiangsu Province pointed out the weak links in capacity building for emergency management and further enhanced its emergency management capabilities in water resources.
