(2015年11月20日省十二届人大常委会第二十一次会议通过)第一章总则第一条为了保障老年人合法权益,发展老龄事业,弘扬中华民族敬老、养老、助老的美德,根据《中华人民共和国老年人权益保障法》等法律法规,结合本省实际,制定本条例。第二条本条例所称老年人是指六十周岁以上的公民。第三条县级以上人民政府应当制定本行政区域的老龄事业发展规划和年度计划,并将老龄事业纳入国民经济和社会发展规划;应当将老龄事业经费列入财政预算,并随着财政收入的增长,逐步增加对老龄事
