In recent years, due to the structural adjustment and the enhancement of technological progress, the redundant traffic system in Jingzhou County of Hunan Province has increased and the post pressure has been heavy. In order to properly solve the reallocation of cadres and laid-off workers, starting from the end of 1995, the transportation system in Jingzhou County explored in practice and stepped out of an undertaking-based re-employment road to ease the employment pressure.
