高中课程改革的目标是围绕着人的培养目标来设计和确定的,充分体现了以人为本、关注人的发展的指导思想。根据这样的指导思想和目标,现有的管理方式已不适应新课程改革的需要,存在许多弊端,概括起来,主要存在以下三个方面的问题:第一,学校管理制度见章不见人、重章不重人。一般说来,学校的管理制度多数内容都是针对教师和学生制定的,其内容基本上是围绕对教师和学生的管教上,把教师和学生当成严格管理的对象,把依法治校变成了以罚治校,不尊重人格,扭曲了人的自主发展的价值取向。特别是有些规章制度缺乏程序规定,如对学生的处分规定,在程序中缺乏对学生诸如陈述权、申辩权和申诉权等权利的规定,这样就难以保证处分的公正性。
