The Beijing Municipal Development and Reform Commission formulated the “Beijing Municipal Government’s Maximum Retail Price for Chinese Medicinal Pieces” based on the “Interim Measures for the Administration of Chinese Medicinal Pieces of Beijing Municipality” (Beijing Development and Reform Commission 2004-860) (hereinafter referred to as the “Interim Measures for Administration”) (below Abbreviated as “Maximum Retail Price”, and implemented on July 15, 2004. The promulgation of “Administrative Tentative Measures” and “Maximum Retail Price” regulates the city’s traditional Chinese medicine
