现有制度创业研究存在着对能动性的关注过于狭隘的不足,文章从分散性的视角探索了众多行动者分散的能动性如何实现及影响了中国新能源汽车产业发展的集体性制度创业。研究结果显示:中央政府、地方政府及企业依次主导了新兴产业的产品化、产业化及商业化;这种主导响应关系来源于能动性在不同类行动者之间的分散,其背后的原因是不同类行动者动机的差异;产业内行动者之间存在着基于区域划分和商业模式划分的联盟间竞争、联盟内合作的竞争合作关系;行动者能力的差异导致了同类行动者内部能动性的分散,进而决定了能动性较强的个体并带来了多种发展路径的并存。
The current system of entrepreneurship research has the problem of too narrow attention to the motivation. The article explores how decentralized initiative of many actors and the collective system of entrepreneurship that affect the development of China’s new energy automotive industry from a decentralized perspective. The results show that the central government, local governments and enterprises in turn dominate the industrialization, industrialization and commercialization of emerging industries. The dominant response comes from the decentralization of initiative among different types of actors.
