分析了秦岭林区森林资源的现状、特点 ,指出了秦岭林区实施天然林保护工程面临的主要问题是 :( 1 )职工下岗与合理安置问题 ;( 2 )森林资源的保护与发展、培育与利用的矛盾 ;( 3)资金投入与生态效益补偿机制问题。并提出了解决这些问题的若干对策。
The paper analyzes the current situation and characteristics of forest resources in Qinling forest area, and points out that the main problems that natural forest protection project in Qinling forest area faces are: (1) the problem of laid-off workers and reasonable resettlement; (2) the protection and development of forest resources; Use of the contradictions; (3) funding and ecological benefits compensation mechanism. And put forward some countermeasures to solve these problems.
