在21世纪即将来临之际,国家作出了加快铁路建设、拉动内需的战略决策,五年投资2500亿元。这项投资比1976年至1995年二十年间对铁路总投资还高出581亿元。 铁路是我国基础建设设施的重要环节,1998年初中央专门发了3号文件,对加快铁路建设提出了总体要求,1998—2002年间要完成铁路新线建设5340公里,铁路复线2580公里,电气化铁路4400公里,地方铁路1000公里,使我国铁路的运营里程在2002年达到七万公里以上,复线率达到32%,电气化率达到24%。
At the dawn of the 21st century, the country has made a strategic decision to speed up railway construction and boost domestic demand. It has invested 250 billion yuan in five years. This investment is 58.1 billion yuan higher than the total investment in the railway from 1976 to 1995. The railway is an important part of China’s infrastructure. At the beginning of 1998, the central government issued special document No. 3, which lays down general requirements for the acceleration of railway construction. During the period from 1998 to 2002, 5,340 kilometers of new railway lines were to be completed, 2580 kilometers of railway double-track lines and 4,400 electrified railways. Kilometers and 1,000 kilometers of local railways have made the operating mileage of China’s railways reach 70,000 kilometers or more in 2002, with a double-track rate of 32% and an electrification rate of 24%.
