近年来,在不少基层检察院的信访实践中都存在信访人为立即解决问题,以缠闹的方式向接访人员进行申诉的现象。这些缠闹现象有着一些共同的特点,表现为缠闹言语偏激、情绪对立明显;缠闹者思想异常固执、息访工作难度高;缠闹行为具有自虐性;缠闹事件具有高度的社会关注性;缠闹者生存存在危机、急切需要社会救济。这些缠闹现象的出现,使得检察接访人员经常受到来自信访人的无理滋扰和无情伤害,不但检察官个人承受着巨大的精神压力,而且有时还扰乱了检察院正常的工作秩序。鉴此,本文试图通过分析产生这种不良现象的原因,找出缠闹案的特点、难点,从而寻求一些妥善的解决办法。 In recent years, in many grass-roots procuratorates’ petitions, there are cases in which petitioners immediately solved the problem and petitioned interviewees in a troubled way. These phenomena of trouble have some common features, which are manifested in the extreme excitement of speech and the obvious antagonism of emotions. The attitudes of the troublemaker are abnormally stubborn and the work of interest-free visiting is very difficult. The behavior of making trouble is self-abuse. The troubled society has a high degree of social concern ; Survivors living in crisis crisis, the urgent need for social relief. The appearance of these troubled behaviors makes the prosecutors and interviewers often suffer unreasonable nuisance and merciless harm from the petitioners. Not only are the prosecutors personally under tremendous mental pressure, but they also disturb the normal working order of the procuratorate at times. In view of this, this article attempts to find out the characteristics and difficulties of the business case by analyzing the reasons causing such a bad phenomenon, so as to seek some proper solutions.
