绿色壁垒的盛行在成为政府干预之结果的同时,也使政府干预成为必要:以纠正市场失灵、保 证公共产品供给充足、减少外部性为理由的政府干预也造成了对市场和贸易过度的保护。鉴于 环境产权界定的复杂性,环境成本“内部化”不失为一种有效的解决途径。而发展中国家理性 化地对待绿色贸易壁垒,则更多地体现在积极采纳国际标准和完善相关立法等制度层面。
While the prevalence of green barriers has become a result of government intervention, it has also made government intervention necessary: government intervention on the grounds of correcting market failures, ensuring adequate supply of public goods and reducing externalities has also resulted in the over-protection of markets and trade. Given the complexity of the definition of environmental property rights, “internalization” of environmental costs is an effective solution. The rational treatment of green trade barriers in developing countries is more reflected in the system level of actively adopting international standards and improving related legislation.
