1984年4月27日,国务院办公厅转发了全国职工教育管理委员会,国家经济委员会《关于加强职工培训提高职工队伍素质的意见》(即33号文件)。这个文件是继中央8号文件以后又一个非常重要的文件。它传达了中央和国务院领导同志关于职工教育的重要指示,提出了今后一个时期职工教育的任务,明确了指导思想,规定了完成任务的政策和措施。1984年6月,市人民政府办公厅转发了这个文件(市政办发60号文件),要求各区、县、局、总公司认真贯彻执行,并就几年来贯彻执行8号文件的情况进行一次检查。从已经报来的材料
On April 27, 1984, the General Office of the State Council transmitted the opinions of the National Staff Education Management Committee and the State Economic Commissions on Strengthening Staff Training and Improving the Quality of Staff and Workers (Document 33). This document is another very important document after the Central Document No. 8. It conveyed the important instructions of the leading comrades of the Central Government and the State Council on staff education, set forth the tasks of staff education for a period in the future, clarified the guiding ideology and laid down the policies and measures for fulfilling the tasks. In June 1984, the Municipal People’s Government General Office forwarded this document (Document No. 60 issued by the municipal government) and demanded that all districts, counties, bureaus and head offices implement it conscientiously, and conduct an inspection on the implementation of Document No. 8 in the past few years .
