陕西省宝鸡市为把“创优评差”活动落到实处,与全市36个县卫生局、工矿医院和局直属医院签订了责任书,并将各项指标“硬化”。这些指标是;①在组织实施中做到“六统一、六落实”,“六统一”即统一规化、部署、实施、检查、考核、奖惩;“六落实”即落实思想、组织、任务、措施、人员、资金,年内自查两次并做出分析报告。②参与活动面达98%以上,参加职业道德培训人数达90%以上(教材为卫生部颁发的《医务人员道德规范》《医学伦理学纲要》、《医学心理
