我国档案业务工作八个环节的划分,使得档案工作技术化、制度化和精细化,在一定程度上提高了档案工作的效率,但是这种划分过于强调劳动分工和规章制度,忽视了档案工作构成主体“人”的因素,割裂了档案本身的内在联系;文档一体化虽减少了人为环节,但是仍然只是对档案工作规律单方面的描述,而且把档案部门凌驾于文件形成部门之上;档案信息流过太多的环节使得档案力衰减等。传统档案业务工作以“科学管理”为前提,却表现为对自然力的剥夺,表现为人性的异化。本文引入生态式管理理念,可以弥补传统“科学管理”的不足。生态式管理追求管理的整体功效,向一切等级制挑战,它使人生发新的潜能,使档案工作可持续发展。

Eco-management pursues the overall effectiveness of management and challenges all hierarchies. It enables people to develop new potentials and make archive work sustainable.
