随着城市化的不断发展,日本人对于宗教的感觉,其中对祖先尊敬的形式发生了改变,其中祖先崇拜、“寺檀(Jidan)”制度(信徒供养制度,日本许多寺庙的经济基础)都发生了变化。Hasshoden纳骨堂所在的埼玉县原本的寺檀制度也发生了不可逆转的衰落,遵循这个制度到寺庙注册证明自身信仰的人在不断减少,削弱了寺庙的财政基础。纳骨堂的出现正是回应了这一时代趋势,不再遵循寺檀系统,创造了与代代相传的墓地不同的新的寺庙形式。
