中国长江航运集团信息化建设,总体上采用“以软定硬”的策略。该策略在两个不同层面分别有以下含义:从企业信息化的最高层面上看,业务层面的管理基础工作属“软”,技术层面的具体项目建设属“硬”,在处理二者的关系上必须以业务管理基础工作是否规范定型为依据,来决定技术层面是否立项,而不能以技术层面为依据决定立项;在具体项目开发与建设层面,必须以功能性应用软件的开发为依据来选配适当的技术性资源,避免“重硬轻软”的现象。
