江西省武宁县盘溪水利枢纽是一座以发电为主的中型水利水电工程。实行建设监理制两年多来，在质量控制方面，从３个环节着手，即“事先控制，坚持开工许可证制；中间跟踪，坚持现场检查制；事后验收，坚持工程质量签证制’，对施工全过程实施监理。在进度控制方面，从纵向（年、月进度）和横向（单项工程进度）两个方向进行监控。在投资控制方面，监理站主要通过质量认证和工程项目、工程量审核进行监控。监理站从工程实际出发，针对地方中小型工程的特点及施工中存在问题和矛盾，逐步调整。明确各方的责权界限及互相关系，不断总结经验，探索和充实适合中小工程的行之有效．．的监理内涵。
