3G发牌以来,江苏运营企业基本完成了3种制式3G网络的整体广度覆盖.正在加速进行孟点区域的深度覆盖和优化。但网络建设只是3G发展的基础性工作,3G成功的关键在于如何加大3G应用的开发和推广.创造出规模巨大的信息化应用和消费形态,对2G形成全面替代,并使3G网络建设的大量投资获得预期的回报。这是摆在运营企业面前、检验3G是否成功的一个重要课题、眼下,一方面由于市场还处干培育期,消费者对于3G需要有一个熟悉接受的过程,另一方面,运营企业自身在3G运营方面还缺乏经验,要在短时间内形成一个规模化的市场相对较难,虽然可以借鉴和移植国外3a的成功经验,但更多的成功做法需要我们在实践中摸索和优化。
