港口铁路的多种经营是随着改革开放,对内搞活而逐渐发展起来的,如果从1984年算起可以说已经历了十余个春秋了,借助港口铁路的优势(在某种程度上也可以说是垄断)。港铁多种经营得到了飞速的发展,已成为港口铁路的重要经济组成部分,在促进港口铁路的发展过程中起到了积极作用。但是发展很不平衡,由于政策或人为的因素,港铁多种经营的管理还没有成型,片面的看重了效益,而没有较好地去分析其管理、成本、利润和政策适应力等要素,也就是说,港口铁路的多种经营有一部分做了无用功,有一部分事倍功半。在决策、机制、思路、人财物管理方面存在着盲目性、混乱性,造成了一定程度的资产流失,这是管理上的缺陷和漏洞,要下一番功夫,花大气力去扭转。
