时下,不少单位、部门纷纷搞起“一次申告下岗制”、“末位淘汰制”,起到了较好的激励鞭策作用,促进单位的风气好转。大家自然而然地就会想到,既然普通职工能淘汰下岗,那么领导干部是否也能实行“末位淘汰制”?其实,我们在领导干部的选拔、任用上,一直过于谨慎,过于保守,考虑方方面面的关系,保留了计划经济时期的基本体系,缺乏真正意义上的竞争机制,对那些饱食终日、无所用心但无大错的领导干部没有起到伤筋动骨的触动作用。待岗制、引咎辞职制等等这样那样的制度在没有足够竞争性的前提下也只能徒有虚名,流于形式。即使
